Accountability in Voluntary Partnerships: To Whom and For What?

This paper contributes to the understanding of accountability in collaborative governance by presenting views of practitioners from partnerships formed between K-12 public schools and private and nonprofit organizations in the United States. It focuses on two questions: what do partnership practitioners see the partnerships as being accountable for? And to whom do they see the partnerships as being accountable? The findings suggest that partnership participants reveal more of client-based and results-oriented views of accountability. They are more directly concerned about professional accountability and accountability to the partners. A concentric-circles model is then developed to illustrate the accountability relationships in partnerships.

Accountability Online: Understanding the Web-based Accountability Practices of Nonprofit Organizations

Nonprofit organizations are increasingly using Internet-based technologies to address accountability. This article presents a set of conceptual, theoretical, and empirical innovations to help understand this phenomenon. First, this article presents a conceptual framework that delineates two key dimensions of Web-based accountability practices: disclosure and dialogue. It then posits a four-factor explanatory model of online accountability incorporating organizational strategy, capacity, governance, and environment. Last, it tests the model through a content analysis of 117 U.S. community foundation Web sites combined with survey and financial data. The descriptive statistics show that the Web site has been more effectively used to provide financial and performance disclosures than to provide dialogic mechanisms for stakeholder input and interactive engagement. Our multivariate analyses, in turn, highlight capacity- and governance-related variables, especially asset size and board performance, as the most significant factors associated with the adoption of Web-based accountability practices.

Accountability When Hierarchical Authority is Absent:  Views from Public-Private Partnership Practitioners

What function does accountability serve in public–private partnerships where one partner has no authority over others and no control over results? This article aims to shed light on this question by studying participants of partnerships formed between K-12 public schools and private and/ or nonprofit organizations. Findings support the notion that accountability plays a greater role in public management than indicated by the idea of answerability. Five potential functions of accountability are identified: mapping and manifesting expectations, mobilizing and motivating (ex-ante), monitoring and measuring progress and performance, modifying, and mobilizing and motivating (ex-post).
